First off, let me point out a mistake in tag labels for this manga. In Bura! is definitely the most typical of shounen ecchi harem, and not seinen as tagged on MAL.

Story-wise, In Bura! is your typical ecchi harem manga that takes place at school. The only purpose of "vampire twist" in this manga is to justify giving female characters blood-sucking property, thus characters can become involved in more erotic accidents.

In Bura! does slightly better in the character department, as well as it could have done to introduce numerous female main characters in merely 2 volumes anyways. The only female character that gets development throughout the story is the main lead, Ian Itanami, whose character is somewhat explored. The other female characters follow stereotypes that are commonplace in manga and elsewhere, such as tsundere, maids, etc.

To be honest, when readers start this manga, they wouldn't expect to find complex "story" or "character" in a strictly ecchi harem manga. Most, if not all of its readers are attracted to this manga because of its nose-bleeding fan-service, which it had done phenomenally well. In Bura! takes the usual ecchi fan-service many steps further than the usual panties-shots and boobs-squeeze. It literally unashamedly achieved super sexiness, without the need of actually showing nipples 99% of the time! This is something that I must give credits to the mangaka for. By now, you should have realized that the artwork in this manga is very good. From the characters' expressions to the clothing, the details are well illustrated.

Overall, whether you read this manga really depends on whether you find enjoyment in seeing (many) sexy girls getting into hot positions with a fictional male character. If you are especially a fan of ecchi-harem, I would whole-heartedly recommend this one.
